Job Summary

The Director of Planning and Business Continuity within Enterprise Emergency Management (EEM) is responsible for leading the strategic direction and execution of comprehensive emergency management and business continuity planning across the UCSF enterprise. This position will oversee the development, implementation, and continuous refinement of the organization's emergency management preparedness, readiness, response, recovery and business continuity plans and processes while providing expertise to resilience and other programs involving emergency management. The Director will execute program needs directly while also leading and directing a team of professionals. Coordination within EEM and across departments and stakeholders will ensure an integrated approach towards emergency management at all levels of UCSF. Strategic and operational plans will be developed and updated to be executable, practical and meet and exceed all regulations and requirements at the local, state, and federal level. The planning process will include active engagement with teams across UCSF to ensure understanding and utilization of all plans, incorporating lessons learned through working groups, training, and exercises. As part of the EEM leadership team, the Director will act on behalf of the Executive Director as needed and collaborate closely within EEM, across UCSF and with external organizations. This position and team will engage in all aspects of emergency management including preparedness, response, recovery, mitigation, business continuity and resiliency efforts providing planning and business continuity leadership and expertise.

Department Description

Enterprise Emergency Management at UCSF focuses its work on the four phases of Emergency Management (Preparedness, Mitigation, Response, and Recovery) and Business Continuity. This work helps maintain a safe environment for the people of and at UCSF and the surrounding community during normal and emergency situations. Enterprise Emergency Management strives to be a national and international leader by developing and maintaining high functioning emergency management and business continuity programs that implement and develop best practices, using a progressive and modern approach to an ever-changing environment.

Required Qualifications

  • Bachelor's degree in emergency management, public administration, health, higher education management or a related field or four (4) years of relevant experience.
  • Seven (7) or more years of relevant progressive experience.
  • Comprehensive knowledge and understanding of emergency management and/or business continuity requirements at the local, state and federal level.
  • Strong management skills to effectively lead and direct subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas.
  • Excellent written, verbal, and interpersonal communications skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management.
  • Solid skills to create, develop, and implement emergency management and business continuity projects / programs.
  • Ability to respond to and direct the response and recovery to emergency management situations, including follow-up evaluation and critique of emergency management response and recovery efficacy; recommend, develop, and implement changes to emergency management as required.
  • Proficient in using Microsoft Office Suite and other planning and/or business continuity software or systems.
  • Knowledge of federal, state, and local emergency management protocols and regulations.
  • Collaborative work style with excellent negotiation and influencing skills.
  • Demonstrated resiliency and adaptability in a fast-paced, dynamically changing environment.
  • Demonstrated skills, knowledge and abilities to foster diversity, equity, inclusion, and anti-
  • racism contributing to an inclusive work and learning environment.
  • Ability to work independently and follow through on assignments with minimal direction.
  • Ability to recognize organizational, operational, and cultural differences in order to guide
  • decision-making in using standard approaches or adaptability to achieve needed outcomes.
  • Proven leadership or management experience in emergency management, with a preference for experience in healthcare and/or higher education sectors, or related fields.
  • In-depth knowledge of federal, state, and local emergency management laws, regulations, and guidelines, preferably as they relate to healthcare and/or higher education institutions.

Preferred Qualifications

  • Master's degree
  • Certified Emergency Manager at state, national or international program.
  • Business Continuity related Certification.
  • Planning, program management related Certification.
  • Qualifications (past or current) in Incident Command System/Incident Management/Support related positions from an accredited government organization.
  • Business continuity and/or program management training.
  • Strong Knowledge and understanding of health systems and/or higher education.
