DEPARTMENT OVERVIEW

The Systemwide Office of Civil Rights is the central office that provides direction and support for issues around protecting civil rights at the university's 10 campuses, medical centers, the national laboratories as well as the Office of the President. This umbrella office has three sub-units devoted to various civil rights protections: Systemwide Title IX Office, Systemwide Anti-Discrimination Office, and the Systemwide Disability Rights Office. The role of the umbrella office is to ensure consistent interpretation and implementation of the university policies that are housed in the sub-units. These policies include the UC Sexual Violence and Sexual Harassment Policy (SVSH) and the Systemwide Anti-Discrimination Policy. This office assists in implementing systemwide initiatives and best practices in discrimination and harassment prevention and response. The office also provides investigative support and helps to develop and deliver education and training to campus offices and other university partners involved in preventing and responding to harassment, discrimination, and retaliation.

POSITION SUMMARY

Reporting to the Executive Director, the Systemwide Office of Civil Rights Policy Analyst (Policy Analyst or PA) supports the policy analysis and coordination needs of the three SOCR sub-units devoted to civil rights protections: Systemwide Title IX Office, Systemwide Anti-Discrimination Office, and the Systemwide Disability Advocacy Office. The PA provides high level analysis for consistent interpretation and implementation of the university policies that are housed in the sub-units, including: the UC Sexual Violence and Sexual Harassment Policy (SVSH) and the Systemwide Anti-Discrimination Policy. Using skills as a seasoned, experienced, analytically oriented professional with a full understanding of analytical practices, methods, and policy interpretation, the PA assists the ED, Policy Directors, Deputy Directors, and Investigators in implementing systemwide initiatives and best practices in discrimination and harassment prevention and response. The PA provides investigative support and data analysis to support the development and delivery of education and training to campus offices and other university partners involved in preventing and responding to harassment, discrimination, and retaliation. The PA prepares reports and written materials such as briefing documents on a broad range of policy-related issues. Communicates and coordinates internally on behalf of the Executive Director, collects reports and data from Policy Directors, compiles and evaluates data, creates summary documents, and maintains data systems. Serves as Project Manager to ensure timely completion of internal projects and coordinates SOCR events.

Responsibilities

35% Research and Analysis

  • Develops proposals and recommendations to guide and support a broader strategic direction for the Systemwide Office of Civil Rights (SOCR).
  • Conducts highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in one policy field.
  • Develops proposals and recommendations to guide and support a broader strategic direction for SOCR.
  • Identifies policy issues of importance to SOCR which frequently cross organizational lines and require research of state and national organizations; develops appropriate analytical and procedural framework for addressing key issues.
  • Formulates new guidance and procedures for implementation.
  • Ensures compliance with legal and regulatory requirements in a complex changing environment.
  • Maintains an awareness of new/proposed legislation, best practices, and trends pertaining to all relevant areas under SOCR's purview.
  • Advises the Executive Director on emerging risks and opportunities and recommends strategies to meet SOCR objectives.
  • Serves as the Executive Director's initial point of contact for issues affecting the broader SOCR organization, coordinating with the ED's Directors and Deputy Directors on issues of critical importance.

30% Communications and Coordination

  • Prepares meeting materials and briefings for the Executive Director. Drafts communications on behalf of the Executive Director.
  • Participates with high level organizational or program leaders in strategic thinking and planning around relevant areas under SOCR's purview.
  • Proposes, leads and/or participates on policy, strategy and planning committees and working groups.
  • Works within the organization and systemwide to attain a coordinated systemwide approach responsive to organization needs.
  • Makes high level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program / process recommendations.
  • Analyzes, predicts and advises constituencies regarding direction in the absence of clear external and internal practices.
  • Develops and presents complex proposals on a broad range of issues to include problem identification, costs, benefits and options.
  • Provides leadership, guidance, education, policy development on a significant policy domain or program and represents the organization to external constituencies.

25% Project & Event Management

  • Leads and manages special projects and events.
  • Serves as the central point of contact for office-wide projects, events, and initiatives requiring administrative and analytical expertise.

10% Other Duties as assigned

Experience

  • Minimum of 10 years of directly applicable work experience required.

Required Qualifications

  • Expert knowledge of common organizational- or research-specific and other computer application programs.
  • Highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Highly skilled in all levels of project management.
  • Expert knowledge of the organization's processes, protocols and procedures and external regulatory requirements in policy domain.
  • Ability to multi-task with demanding timeframes.
  • Expert knowledge of applicable policy analysis techniques.
  • Expert analytical / problem-solving skills.

Preferred Qualifications

  • Professional experience in a UC-based or equivalent environment analyzing, interpreting, and applying complex policies.
  • Experience analyzing and summarizing data related to trends in relevant areas

Education

  • Bachelor's degree in related area and / or equivalent experience / training required.
  • Advanced degree in a related field such as Public Policy, legal studies, JD, or equivalent preferred

Travel Requirements
5% Rare business travel.

SPECIAL CONDITIONS

This position is eligible for a hybrid work arrangement. The selected candidate must reside in, or be willing to relocate to, California and will be required to report to work in Oakland, CA on an agreed upon schedule.

Payscale: $123,000 - $150,000, commensurate with experience
Full Salary Range: $95,300 - $178,100

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
