Department Overview
The Office of Research & Innovation (R&I) at UCOP works with the President and campus leadership to establish and maintain programs, policies and initiatives that foster a healthy and vibrant research community at the University of California. The Research Strategy Group (RSG) in R&I provides direct support to the Vice President for Research and Innovation (VPRI) on research-related projects and initiatives within R&I, the Office of the President (UCOP) and throughout the University of California system. RSG works in close partnership and coordination with these UC stakeholders, as well as in close collaboration with external partners spanning Federal, State and local government; industry stakeholders spanning corporate, small business, and membership organizations; as well as with civil society stakeholders, including local community-based organizations. Through timely, accurate and reliable analyses; strategic interventions, as well as skilled support for systemwide consultation and engagement, the Research Strategy Group implement large-scape and targeted research and organizational efforts to: Enhance UC research leadership in California and nationally; Support campus research priorities; Communicate the impact of research to the public and policy makers; and Identify opportunities and priorities.

Position Summary
The incumbent is an experienced and key member of the R&I immediate office, specifically the Research Strategy Group (RSG). The RSG operates with a balance of teamwork, independence and discretion, and support of divisional and initiative leaders. Incumbent will actively participate in and support the development of new and ongoing initiatives, projects, and analyses in direct support of R&I, RSG and UCOP organizational priorities. These projects often require support from multiple units within R&I and other UCOP units and may also involve participation from multiple campuses or outside institutions or agencies. Share intellectual ownership and responsibility of projects, coordinating cross-unit support, performing (or commissioning) complex analyses, and presenting findings to R&I, UCOP or campus leaders. Work to analyze, understand and clearly explain highly complex research issues (including funding, policies, and administration), producing a wide variety of reports, briefs, and charts for these purposes. Serve as an experienced analyst in several topic areas (e.g., state or federal research funding, UC research budgets, research grants and publications data, accountability research metrics), using knowledge of the area to develop, advocate for, and implement new solutions or approaches to meet organizational objectives.

Incumbent serves as a proactive, reliable, and trustworthy team member, initiative coordinator, and team builder; who forges collaborative relationships within R&I, with other UCOP units, and with key constituents at UC campuses, UC-affiliated national laboratories, and outside institutions and agencies. Informed by knowledge of current and emerging trends and issues as well as a historical perspective and consider sensitivities and likely impacts from the multiplicity of perspectives within R&I, UCOP the UC system, and external partners and stakeholders. Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.

Key Responsibilities

40% Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.

30% Coordinates efforts with a variety of external and internal contacts; research organizational structures, policies and procedures and summarizes best practices in field. Provides technical guidance and quality assessment.

10% Performs ad hoc, analytical studies on a wide variety of policies, programs and issues which are complex in nature.

10% Coordinates implementation with cross-organizational departments or external entities as needed.

5% Proposes, leads and / or participates on policy and planning committees and working groups. Provides strategy development for organizational or research initiative.

5% Demonstrate a desire to grow, intellectually and professionally. Attends classes, seminars, and conferences to enhance knowledge and professional networks. Serves on committees or workgroups and participates in activities that enhance the UC community and support the UC mission.


Experience

  • Minimum of 5 years of relevant work experience.

Education
Required Qualifications

  • Baccalaureate degree required.


Preferred Qualifications

  • Postgraduate degree or equivalent training/experience.


Travel Requirements
20% Periodic visits to and meetings at UC campuses, affiliated national laboratories, UC ANR, UC Health, UCNRS, and to other venues for meetings and site visits with stakeholder partners.

Full Salary Range:
$70,100 - $124,700

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
