Job Summary

Supervises clinic operations staff involved in routine functions. Oversight of administrative areas such as registration, new patient coordination, scheduling, medical records storage and maintenance, facilities, insurance authorizations and clinical support staff such as medical assistants.

Under the direction of the OTOP Medical Director and Intake & Counseling Services Director, the incumbent provides immediate supervision to the intake and assessment unit employees. A portion of time may be spent performing individual tasks related to the unit such as SUD Counseling, care coordination and other intake services; however, supervisory activities constitute the primary part of the job. OTOP Intake Supervisor supervises unit operations to ensure compliance with UCSF Dept. of Psychiatry and Behavioral Sciences departmental or organizational policies, procedures, and defined internal controls. Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures.

The Intake Supervisor provides clinical coordination for all of the intake and assessment activities for substance use disorder (SUD) treatment services provided by OTOP at SFGH, implements and evaluates program components; provides ongoing monitoring and implementation of program compliance with State and Federal guidelines; provides administrative and clinical supervision to social work associates, health workers, and other staff disciplines at OTOP; provides training and information regarding intake and assessment services to our community partners; assists the Program Director in planning and program development; and provides direct patient services as needed, including carrying a small caseload, completing intakes and assessments. Supervisory aspects of the role include scheduling and assignment of duties, performance evaluations, and disciplinary actions when necessary.

Department Description

The Division of Substance Abuse and Addiction Medicine (DSAAM) provides multi-disciplinary consultation and treatment for patients with substance use disorders at San Francisco General Hospital (SFGH). DSAAM provides opioid agonist treatment for opioid use disorder through the Opiate Treatment Outpatient Program (OTOP) at SFGH, a well-established and regarded opioid treatment program.

Required Qualifications

  • Bachelor's degree in related area and minimum three years of experience including at least one year of supervisory/lead experience or equivalent combination of experience / training.
  • Knowledge of business software and specialized applications and data management systems used in clinic / center operations.
  • Working knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to provide input to decision-making on human resources matters.
  • Demonstrated skills to supervise support staff in clinic / center administration, and to effectively manage multiple priorities in a fast-paced, dynamic environment.
  • In depth knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirements.
  • Solid interpersonal skills for effective information exchange and problem solving with all levels of management and staff, consultants and outside agencies.
  • Strong skills in written and verbal communications, with the ability to convey complex administrative, clinical, and technical information in a clear and concise manner, and to produce a variety of reports and analyses.
  • Detail oriented, with the ability to apply analytical and critical thinking skills to quickly analyze problems, determine appropriate level of intervention, and apply effective solutions.

Preferred Qualifications

  • Graduate education in Social Work, Psychology or related field
  • Licensure in relevant patient care support discipline, LCSW, MFT, APRN, MD, or Psychologist
  • Experience in the field of public health.
  • Experience with clinical supervision.
  • Experience in an Opiate Treatment Program (OTP)/knowledge about OTP treatment and regulations.
  • Experience with selecting, training, and evaluating staff.
  • Experience with employing disciplinary measures, including placing an employee on suspension, labor union grievances, and advising on disciplinary measures.

License/Certification

  • California state registration or certification as an Alcohol/Drug Counselor or registration as an Associate Marriage and Family Therapist or Associate Social Worker or Associate Professional Clinical Counselor.
